resume: publish /resume.json + end RESF/Rocky tenure at 2026

Add static/resume.json — the strict-valid JSON Resume interop doc generated
by @kneel/resume render-json-resume, served at /resume.json to match
meta.canonical. Regenerate data/resume.yml from the same canonical source:
both RESF volunteer entries now close at 2026 (2020–2026); Fedora stays open.
